Tobias Capper was a civil war soldier, enlisting as a Private in Co. H 17th Illinois Inf. He applied for a civil war pension Oct 1, 1889 in Kansas. His widow Isabelle applied for a widow's pension on March 11, 1911 in Logan County, Oklahoma.

Declaration for Invalid Army Pension
State of Kansas, County of Cowley
On this 3rd day of June 1890, personally appeared, Tobias Capper, age 53 years, a residence of Orlando in the County of Indian Territory, who being duly sworn and declares:
that he was enrolled on the 25th day of May 1861, a private in Company H of the 17th Illinois Infantry, and was honorably discharged at Springfield, state of Illinois on the 4th day of June 1864; that his personal description is as follows:
age: 53 years; Height: 5 feet 8 1/2 inches; complexion: dark; eyes: hazel; hair: Black.
That while a member of the organizaton aforesaid in the service and in the line of his duty, at or near a place called St. Charles in the state of Missouri, on or about the month of June 1861, he contracted measles and resulting disease of respiratory organs; was treated in several hospitals in St. Louis, Missouri about one month. Also, while in the line of duty at or near the place called Vicsburg, Miss., on or about the month of Sept 1863, contracted disease of the eyes, cause, exposire, was treated in camp for sore eyes at Vicksburg, Miss. about two weeks. Since leaving the service he has resided in Illinois, and Kansas and his occupation has been that of a farmer, that prior to his entry into the service he was a man of good, sound physical health, being when enrolled a farmer.
That he is now physically disabled from obtaining his subsistance by manual labor by reason of his injuries described above.

Affadavit of Albert H. Lewis, in the matter of Tobias Capper, claim 731716;
Personally appeared, Albert H. Lewis, age 48 yrs, whose P.O. address is Selma, County of Anderson, state of Kansas, being duly sworn, declares that he was a comrade of claimant above named, and was with him at or near St. Charles, MO. in the summer of 1861 when he contracted measles affecting respiratory organs, also was with him at or near Vicksburg, Miss., in the Fall of 1863 when he contracated disease of eyes, all caused by exposure.

Medical Evidence, in the matter of pension claim of Tobias Capper, by E.G. Sharp, M.D. who declares; that he is a physician of four years experience and is personally acquainted with the above named soldier Tobias Capper.
And on physical examination find him to be in my judgment almost totally incapacitated for doing a man's work. I find him able to do no more than one tenth of an able bodied man's work. Special examination reveals evidence of impaired vision especially of the left eye caused by affection of optic nerve with slight Glaucoma caused by measles and exposure following in active service of the U.S.Army from 1861 to 1864. I find evidence of mitral regurgitation due to aortic insufficiency. Also find left lung partially consolidated all of which I believe to have been contracted in the regular service. General health is poor as a result of the above named disabilities, degree of disability 9/10.

On this 5th day of November 1904, personally appeared, Tobias Capper, aged sixty-eight years, a resident of Garfield County, Oklahoma Territory, who being duly sworn, deposes and says:
That he was born on the 15th day of September 1836, in Cass County, state of Illinois. that he has no record of his birth; that the record of the family births which was kept in an old bible belonging to his father is now lost and can no longer be found; that a few years ago he secured a copy of this record and that the same was made and subscribed to by a notary public, but that this record has also been lost; and that he is now unable to procure a copy of the record of his birth.
He also deposes and says that when he enlisted, he gave the date of his birth and his age and that when application was made for pension he also filed affidavit of his age and date of birth and that such application together with the statements of his age were made a part of the record upon which his pensions were granted.
He also further states that he was a private in Co. H 17th Reg't, Illinois Volunteer Infantry, and that at the time his regiment was mustered out there were only ninety-six men left in said regiment, and that he does not at this time know where to find any of the members of the said regiment.

Widow's Application for Pension

Personally appeared, Isabelle Capper, who being duly sworn and says, that she is the widow of Tobias Capper, deceased, that he died on the 27th day of January 1911, that he had been granted a pension by certificate 936384; that she was married to the said Tobias Capper on the 25th day of November 1864 at Havana, in the state of Illinois, that her name before said marriage was Isabelle Lane. That her residence is RR 2 Box 47, Orlando, in the county of Garfield, State of Oklahoma.
